Royal Mail pricing proposals: what the latest changes mean for mail users
Having taken some time to reflect on Royal Mail's revised pricing announcement, there are a number of encouraging developments worth recognising, alongside some important considerations for mail users.
The revised proposal is notably different from the position customers were facing in July. While the increases remain substantial, Royal Mail has reduced the scale of the proposed changes across Business Mail and Advertising Mail products.
The differential between Standard and Economy Mail has increased from 2p under the original proposal to approximately 7.4p per item. This creates a stronger incentive for customers able to use Economy services where appropriate, although the differential remains below its April 2026 level. The revised pricing also improves the differentiation between Manual and Mailmark letter products compared with the original proposal.
This is a welcome development and demonstrates the value of constructive engagement between customers, industry bodies, regulators and Royal Mail. The revised position reflects elements of the feedback raised throughout the process and represents a clear shift from the proposal originally presented to the market.
It is equally important to recognise that these remain record increases and are significantly above inflation. For many organisations that rely on mail as a critical customer communications channel, the additional cost burden will still be considerable.
At Paragon, we're pleased to have played our part in helping ensure the customer perspective was heard throughout the process.
Friday's announcement represents an important milestone, and we will continue to engage with customers, industry bodies, the Mail Competition Forum and Royal Mail as the implications of the revised pricing are reviewed.
The long-term sustainability of the Universal Service Obligation remains critical to the future of the UK postal market. Equally important is securing positive outcomes for customers who rely on mail as an effective, trusted and accessible communications channel.
Achieving both objectives requires continued collaboration across the industry to balance a sustainable Universal Service with fair and proportionate pricing. By working together, we can help ensure the postal market continues to deliver value for mail users while supporting the long-term future of the services on which they depend.
Our focus now turns to helping customers understand the impact of these changes, identifying opportunities to optimise their mailing strategies, and continuing to work collectively towards a postal ecosystem that delivers for Royal Mail, mailing providers and mail users alike.
